ASEAN Japan Consulting Co., Ltd. (Japan) and Kaigai Advisory Co., Ltd. (Thailand).

With more than 20 years of experience in market research and strong connections with various Japanese companies across Thailand and the ASEAN region, we also serve as consultants to Japanese independent administrative institutions (Bangkok offices) and the Japanese Chamber of Commerce, Bangkok (JCC).

We are looking for a licensed attorney or law firm in Malaysia to provide a legal opinion regarding the collection, transfer, and cross-border processing of vehicle dashcam data.

Scope of Legal Review

Please provide your legal opinion on the following matters:

A) Whether it is legally permissible to obtain the following information from a vehicle dashcam:

• GPS coordinates (latitude and longitude)
• Timestamp information
• Dashcam video data

B) Whether the information described in Item A) may be provided or transferred to:

Japan

Malaysia

Other countries

C) Whether the information described in Item A) may be transmitted to a server located in Japan (outside Malaysia) and be made accessible or available for viewing from other countries.

Please also advise whether any amendments to the applicable laws or regulations relating to the above matters are anticipated in the foreseeable future.
